Protests, exams, law and order issues ke time pe internet shutdown ab ek common tool ban gaya hai. Convenience se zyada ab yeh lifeline jaisa hai – banking, education, work, healthcare, sab online se linked hai. Isliye shutdown directly freedom of speech, business rights, education aur even right to life ko impact karta hai.
Courts ne recent years me clear kiya hai ki shutdown koi normal administrative decision nahi; strict tests apply hote hain:
- Necessity: kya bina shutdown ke situation handle ho sakti thi?
- Proportionality: kya itna broad area aur itna long duration justify hai?
- Transparency: written orders, reasons, periodic review.
Indefinite shutdowns, blanket bans without time limit – yeh constitutionally suspect mana ja rahe hain.
Citizens ke liye documentation important hai – kap se kap tak services band rahi, kaunse orders issue huye, kya review hua. Yehi baad me judicial challenge ka base banta hai.
Security concerns genuine ho sakte hain, lekin har crisis ka default solution internet switch-off hona healthy sign nahi.
