Jab koi insider corruption, illegal orders, ya public money misuse expose karta hai, ya RTI activists system se uncomfortable questions poochte hain, to unka kaam democracy ke liye important hota hai. Problem yeh hai ki retaliation ka risk bhi utna hi real hai – transfers, false cases, threats, even violence.
Constitution directly “whistleblower” shabd use nahi karta, par multiple rights indirectly protection provide karte hain:
- Freedom of speech and expression,
- Right to life and personal liberty (including safety),
- Access to information as part of transparent governance.
Courts ne kai baar strict remarks diye hain jab activists ko target kiya gaya ho. Parallel me whistleblower protection-type laws and policies bhi develop hui hain jo identity confidentiality, non-retaliation, aur independent inquiry ka framework deti hain.
Practical problem enforcement ka hai. Paper pe safeguards strong ho sakte hain, ground pe implementation weak. Isliye strategic approach – documentation, trusted networks, media support, NGOs, and sometimes anonymity – survival ke liye crucial hota hai.
System tab mature hoga jab sach bolne wale log ko “troublemaker” nahi, public interest guardian treat kiya jayega.
